Are Hong Kong hotels strict with the number of guest per room? what is the maximum no. of guest do they allow?

If it's a small young child, you may be able to get away unnoticed otherwise it'll be quite embarrassed when caught. Towels in Mexican Hostels/Hotels?

I was wondering if it is common for a hostel/cheaper hotel in the south of Mexico (Oaxaca, Puerto Escondido, San Cristobal de las Casas, etc.) to have towels available. I am not sure if I should pack my own, or not. If anyone has experience with this, it'd be great.
